The center of Tropical Storm Fay is hovering off the coast of New Jersey but pounding the state with heavy wind and rain. Gusts up to nearly 50 miles per hour have been recorded at the shore. That’s where Fay’s biggest threat of flash flooding drenched the streets. Images out of Stone Harbor and Ocean City show cars floating in water with up to 4 inches of rain expected by storm's end.
